Physical Planning Set up of Wholesale Zones - Commercial Parks

 
Objective

  • The objective of setting up Wholesale Zones within the framework of Physical Planning is the determination of "reception sites", for the spatial planning and creation of infrastructures, modern storing areas and relative operations, essential to facilitating wholesale operations.
  • The modification of organised Wholesale Zones in the region of Attica reinforces the Role of the region as a centre of Transport.
  • Furthermore, the gradual relocation of the scattered storage facilities and the removal of Warehouses and Transportation Companies from within the urban setting of the various Municipalities will provide relief to residential areas from annoying activities and will facilitate the creation of open spaces of vital importance.
  • It provides Relief to the main road network from heavy-duty vehicles.
  • Wholesale Zones provide drastic solutions to traffic congestion and chaos, helping reduce the waste of energy, the creation of Smog and the loss of working and leisure time.

 
Report and Description of specific Studies on Works and Interventions.

Four locations in the wider area of Attica have been set aside for setting up Wholesale Zones. These are the following:

  1. International Trade Centre of Athens (DEKA)

    • It is located in the community of Magoula (Kato Plakoto), with a land area of about 900 acres.
    • Under the Presidential Decree 703, special land uses and building restriction terms have been enacted and determined.
    • The project is included in the Operational Program of industry 1994 -1995, financed with 4 bil. GRD (Subprogram 1: Infrastructure. Measure 1.2. Industrial Infrastructure (action 1. 2. 3). Private or mixed infrastructure / establishment of commercial centres - warehouses).
    • Head of construction and management of the work is Pronomiouhos Anonymi Eteria Genikon Apothikon Ellados (PAEGAE).
    • The public works deemed necessary for the modification of the required infrastructure are under way.

  2. Wholesale Zone in Avlona

    • The land area of the zone is 5,100 acres and it is located in the Avlona region adjacent to the Industrial park and the railway station.
    • The zone has been included in the Study for the Urban Control Zone in Northern Attica.
    • The study for this Urban Control Zone has been completed and handed over to the responsible bodies of the State for written opinion.
    • Right after, it will be approved by the Organisation of Athens, and then the Ministry for the Environment, Physical Planning, and Public Works will launch the process for issuing a Presidential Decree.
    • At second phase, an Urban Planning Study will be delegated in the framework of the provisions for the urban planning of Wholesale Zones, in accordance with the new terms, as they are foreseen under the new law for the Building Factor Transfer.

  3. Wholesale Zone in Aspropyrgos

    • The land area of the zone is 2,760 acres, adjacent to the Commercial Station and Sorting out Station of Hellenic Railways Organisation (OSE), which has already been included in a financed program of the Cohesion Fund.
    • This Wholesale Zone has been included in the Study for the Urban Control Zone of part of the Aspropyrgos region.
    • The Urban Control Zone of Aspropyrgos has been approved by the Organisation of Athens and the issue of a Presidential Decree has been fostered by the Ministry for the Environment, Physical Planning and Public Works.
    • In the second phase, the Urban Planning Study of the Wholesale Zone in question will be delegated.

  4. Wholesale Zone in Kropia

    • The land area of the zone is 3,500 acres and it is located in the region of the Municipality of Kropia, adjacent to Stavros - Lavrion Avenue and the Industrial Park in Kropia. Furthermore, from its southern entrance it is in close proximity to the New Airport of Spata.
    • The Zone is defined by graph 1 of the Law 1515/1985 for the Master Plan of Athens, and has been included in the urban control zone study of Mesoghia (South-eastern Attica).
    • The Urban Control Zone of Mesoghia is linked to the clarification of land uses in the area and to the completion of the Special Developmental Study in the vicinity of the New Airport.
