Protection of Peri-urban Open Space - Determination of Urban Control Zones (ZOE)

 
The Targets of Urban Control Zones (ZOE)

URBAN CONTROL ZONES (ZOE), delimit the physical planning set up and define the overall planning of peri-urban and non-urban areas of Attica.

By creating and enacting the Urban Control Zones, permissible land uses and building restrictions are defined.

With the Urban Control Zones, we foster and consolidate:

• The ecological balance and reconstruction of Attica by securing vital open spaces.
• The protection of the peri-urban land from unplanned urbanization and uncontrolled building activity.
• The canalisation of urban pressures and peri-urban productive (industrial, handicraft, commercial) activities in modified reception areas with the necessary infrastructure.
• The strict protection and preservation of the remaining open space and the natural environment, the green, agriculture land, archaeological and historical sites.

 
ENACTMENT OF URBAN CONTROL ZONES. COURSE - PROGRESS - REPORT

Urban Control Zone of Lavreotiki - South-eastern Attica

• The Urban Control Zone of Lavreotiki encompasses the Lavreotiki peninsula and encompasses 8 municipalities and communities (Kalivia Thorikou, Keratea, Lavreotiki, St. Konstandinos, Anavissos, Kouvaras, Palea Fokea and Saronida).
• The total land area, delimited by Urban Control Zone, is 315,000 acres.
• The Urban Control Zone of Lavreotiki study has gone through all necessary procedures and the discussions with social stakeholders has been completed.
• Amendments have been made based on the views of Local Authorities and other social bodies and have been approved by the Organisation of Athens.
• The signature endorsement of the Presidential Decree for the enactment of land uses and building restrictions is being fostered.
• Furthermore, the physical planning study within the region of influence of the Airport in Spata, so as to foster its enactment for the remaining South-eastern Attica region, has been delegated.

Urban Control Zone of Aspropyrgos - Thriasion

• The Urban Control Zone of Aspropyrgos, which has already been completed, is a part of the Urban Control Zone of Thriasion, the study of which is in progress.
• It concerns a part of Aspropyrgos, located south of Stavros - Elefsina Avenue.
• Its land area is 33,000 acres.

  The Presidential Decree for the enactment of the Urban Control Zone in Aspropyrgos will be issued in 1996.
  The Presidential Decree for the enactment of the remaining Urban Control Zone in Thriasion will be issued at the beginning of 1996.

Urban Control Zone of Aharnes, Liosia, Fili

• The Urban Control Zone includes the regions of the Municipalities of Aharnes, Liosia, Fili, which are outside the borders of the town plan.
• The study has been completed and the Organisation of Athens has put forth the final proposal to the Local Authorities and Social Bodies.
• After extensive discussions, the views and observations of the relevant bodies have been incorporated in the proposals.
• The approval of the final plan by the Organisation of Athens, and the signature endorsement of the Presidential Decree for the enactment of Urban Control Zones, is being fostered.

 
As regards our initial obligations, the enactment of Urban Control Zones program presents a relative delay of certain months.

This delay is mainly due to a long transitional period, with a pre-election and post-election reference to the October 1994 Local Elections.

During this long transitional period, several Local Authorities Organisations (Municipalities and Communities), had either not been prepared or had not been authorized to carry out collective and binding decisions.
